Abstract
We
were proud
twelve years ago to launch
America’s effort to secure weapons of mass
destruction, materials and know-how in the former
Soviet Union to keep them from falling into the
hands of people who would do us harm. This work
has been vitally important. It has accomplished
important objectives. But today, the scope of the
effort does not match the scale of the threat.
