Abstract
On a cool Kenyan summer afternoon, a Nairobi policeman in a navy-blue sweater ushered fourteen prisoners into Courtroom No. 6 of the Makadara Chief Magistrate’s courthouse. The prisoners, twelve men and two women, stood in a line, handcuffed into pairs.
