The main programmatic element of the 2009 IDC is a series of panels consisting of three to four experts from government, private sector, academic and non-governmental organizations. Panel sessions are 80 minutes each with time equally split between panelists' presentations and discussions with participants. The panels are organized into four development tracks running in parallel. This set up aims to help participants, with strong interests in a particular development track, navigate the conference.
